RTO Mechanical CWI Wanted In Singapore

We are looking for a Certified Welding Inspector (CWI) to join the RTO Mechanical team on a major water pipeline subsea tunnel project at Jurong Island. You will be stationed full-time on site during pipe laying operations, providing close supervision and quality assurance for all welding works. Every joint you inspect, every checklist you sign, and every specification you enforce will directly contribute to the integrity and longevity of critical national infrastructure. This is not a rotational QA role or a part-time advisory position. It is a full-time, on-site assignment requiring five years of relevant experience and current AWS CWI certification. If you take pride in upholding code requirements, preventing defects before they happen, and delivering projects that demand absolute confidence, this is the role you have been preparing for.

Company Overview

Jacobs delivers impactful global solutions that connect the world—from intelligence to infrastructure, cybersecurity to space exploration. We are a trusted partner in some of the most complex and technically demanding engineering projects on the planet.

In Singapore, we are executing a major water pipeline subsea tunnel project at Jurong Island. This is not routine construction. It is a high-consequence infrastructure undertaking where welding quality is directly linked to environmental protection, operational reliability, and public safety. Our clients and regulators demand strict compliance with SS 510:2005, contract specifications, and internationally recognized welding standards. As our on-site CWI, you will be the person ensuring those standards are met every shift, every weld, every day. If you are looking for a role where your expertise is genuinely mission-critical, you have found it.

Key Responsibilities

  • Ensure all welding works are properly carried out on site in full accordance with contract specifications, approved welding procedure specifications, and SS 510:2005 “Code of Practice on safety in welding and cutting (and other operations involving the use of heat)”.
  • Perform close, continuous supervision of pipe joint welding operations during subsea tunnel pipe laying activities.
  • Complete and sign a checklist for every completed welded joint, documenting location, date, time of completion, type of tests performed, and any non-conformances observed.
  • Verify that workmanship meets contract requirements and is free from defects that could lead to corrosion, leakage, or premature failure.
  • Monitor welder performance and qualification status, ensuring only certified welders working within their qualified parameters are assigned to production joints.
  • Review welding parameters, consumable handling, and preheat/interpass temperatures for compliance with approved WPS.
  • Conduct visual inspection of root, hot, fill, and cap passes, identifying and documenting discontinuities such as porosity, slag inclusion, incomplete fusion, undercut, or unacceptable reinforcement.
  • Coordinate with project engineers, construction supervisors, and NDT contractors to ensure timely inspection and testing of completed welds.
  • Maintain organized, legible, and auditable inspection records throughout the duration of the project.
  • Communicate non-conformances immediately to site supervision and verify effectiveness of corrective actions.
  • Perform other duties consistent with the role as assigned.

Qualifications

Educational Requirement:

  • Diploma in Engineering or equivalent recognized qualification.

Work Experience:

  • Minimum 5 years of relevant working experience in welding inspection, quality assurance, or related disciplines.
  • Demonstrated experience in major infrastructure, pipeline, marine, or subsea projects is strongly preferred.

Certification:

  • Current American Welding Society (AWS) Certified Welding Inspector (CWI) certification is mandatory.
  • Equivalent BS EN standards certification may be considered subject to the Board’s approval.

  • Thorough working knowledge of SS 510:2005 “Code of Practice on safety in welding and cutting”.
  • Familiarity with AWS D1.1, API 1104, or equivalent pipeline and structural welding codes.
  • Strong understanding of welding processes commonly used in pipe welding (SMAW, GTAW, FCAW).
  • Ability to interpret welding procedure specifications, engineering drawings, and quality documentation.
  • Proficiency in visual weld inspection and defect recognition.

Work Conditions:

  • Full-time on-site assignment at Jurong Island.
  • Stationed during pipe laying works for the duration of the project.
  • Must be willing to work in an active construction/tunnel environment.

Personal Attributes:

  • Meticulous, thorough, and uncompromising on quality.
  • Strong documentation and record-keeping discipline.
  • Effective communication skills to interface with construction crews, supervisors, and client representatives.
